SonashikitakewaR11 as I understand it, the tag not only means that the kanji itself is considered as "obsolete", but also that its usage can be considered as obsolete too. I think this is what's happening in this specific case.
SonashikitakewaR11 無い, 無い, 無い, There is no obsolete kanji in 午后, this is simply an obsolete kanji usage. Without a valid replacement for it in reference to 日本の天皇と皇后 it's not going anywhere.
